Clam pass in North Naples can be a good place to fish. The lower tides allow better wading access. Check out:

For flies we use alot of the EP flies in the mullet and perfect minnow patterns. Use darker flies in darker water and lighter in clearer water. Many of our fish live close up to the mangroves so get you flies up tight. When fishing open water try clousers which get down a little.
Tides are important just from the standpoint I like moving water, either in or out. The fish tend to feed better.
Check out the Orvis Streamline and Clearwater series of rods. Great value's for the money. For reels the Orvis Battenkill mid arbor is the best reel on the market for the money. $129. Machined aluminum, hard anodized finish, a sealed disc drag. The reel is light weight, performs well, feels good and sounds nice.
